It remains unclear what caused the elevator to the observation deck — the only part of the building that was open — to fail. -

Well, a book, Wind Bracing written by Howard V. Spurr, published 1930 by McGraw-Hill was financed by the insurance industry who wished to be sure of their investments in various structures, namely 40 Wall St. and the Chrysler Bldg. 40 Wall St. was 971 feet tall and became the tallest bldg., but was under the 1500 ft. height limit prescribed by MIT educated, H.V. Spurr.

The designs, I’ve read about, and only a few, are that a ‘dynamic’ foundation would be required, a kind of anti-wave generator that would move a large mass in such a way to counter the waveform that is generated in the tall building.  A 1500 foot building was calculated at moving about 3 feet with a frequency dependent on the design.  To make a boring story shorter, if there is such a ‘dynamic foundation’ in this 2700’ tower, then a momentary power outage or failure could unsynch the system and cause a bending in an elevator shaft such that it would stress a cable, snap it or whatever.
