Any spending which has as an intention, even unintentional to create a ‘equality of condition’ is to be set aside for a spending cut which will create a better ‘equality of law’.
For example, aide to Hamas, Fatah, Egypt, etc. which gives aid to ‘poor’ persons to elevate a systemic condition of poverty or stupidity or evil injustice which is preached from Islamic clerics, is to be denied. This should not bar food from being sent to individual governments to let them distribute under the order that it travels only in daylight. Shipments can be monitored then by satellite and a bond reserved for the value of the shipment released back to the country when the accounting is made and presented to the recipient government.
We really run a great risk on supporting nations which use our food or money to buy essentials, thereby releasing their money that would have been used to buy weapons to kill us or our allies.
