As political klutzes go, Biden is to talking what Gerald Ford was to walking.
More importantly, Biden was rude. -

History, Commononsense, Theology, Humor

As a friend of mine reminded me, Proverbs 29:9 ‘If a wise man has an argument with a fool, the fool only rages and laughs, and there is no quiet.’

Adapting to my favorite: Thomson’s Bible: Proverbs 29:9 ‘A wise man shall judge nations; but a fool when angry is derided and terrifieth not.’

Add that to Thomson’s Proverbs 29:11 ‘A fool showeth all his wrath; but a wise man dispenseth it gradually.’

Another edition presents Proverbs 29:11 ‘A fool gives full vent to his spirit, but a wise man quietly holds it back.’

Analyzing Thomson’s 29:9, ‘terrifieth not’ parallels the ‘rages and laughs’, and ‘is derided’ meaning ‘scoffed at’ indicates a condition of no one taking him seriously which is like ‘no quiet’, as in ‘nothing is resolved’.

But if often appeared that Biden ‘scoffed at’ Ryan.  These were ruse scoffs, interruptions to confuse and punish falsely his debater. It also was obvious that Biden did not ‘judge nations’, but was acting in his own self interest.

This is another reason that Thomson’s 29:11 reinforces the 29:9 more than the common text as ‘holds it back’.
