Bose-Einstein Condensate Civilization Found in Andromeda

‘It is a dark matter civilization, extremely advanced based on Bose-Einstein condensate of astronomical extent.’
It seems that Indian scientists have discovered that a life form is possible using BEC’s, and has the capability of controling ’ intergalactic interactions, star formation, and black hole-wormhole interactions.’
This is about 3 million light years away, so what we are seeing is presumed to be that old, and the ability for that society to ‘have a radio’ may not there, but to be a powerful intergalactic force to build stars might be. Why would you need a radio?
